How it works

From the first gate log
to the filed report.

This is a WAIRE year in Dulywell: what comes in, what Dulywell works out, what your team decides and what your official files.

The compliance year runs January 1 to December 31. The annual report is due January 31 (Rule 2305 (d)(7)(C)).

The year, step by step

Six steps,
every year.

The same rhythm from January to the report: logs in every month, findings settled as they land, a plan before the year closes, and filing by January 31.

  1. Day one

    Set up the warehouse.

    You
Name the warehouse, enter its indoor floor area and whether it is cold storage, and choose the compliance year.
    Dulywell
Opens that year’s record: the one place every log, decision and figure for the year is kept.

  2. Every month

    Bring in the gate logs.

    You
Send each month’s log in whichever way suits your gate.
    Dulywell
Reads every visit, counts trips by truck class and shows how much of each month is covered. It asks for each log by the 15th of the next month: Dulywell’s own reminder, not a District deadline.

  3. As logs land

    Settle what is unclear.

    You
Decide each finding in the queue, blocking ones first: a gap in coverage, a duplicate row, a truck of unknown class.
    Dulywell
Keeps every decision on the record beside the rows it touched, so any count can be traced back to its gate log.

  4. All year

    Know where you stand.

    You
Publish the year’s result when the record is ready.
    Dulywell
Keeps the points accrued to date current, models the full year and shows what the points would cost as a fee.

  5. Through the year

    Decide what to build.

    You
Choose actions and quantities in the Studio, and save the comparison you want to keep.
    Dulywell
Prices each action from dated market ranges, counts the points it earns and shows who can help pay. Points earned beyond the year bank for the next 3.

  6. By January 31

    File with your official.

    You
Your authorized official reviews the package, then enters, certifies and pays in WAIRE POP.
    Dulywell
Locks the workpapers and prepares the entry guide and entry sheet: each WAIRE POP field beside the value to enter.

The math, in the open

How WAIRE points are counted.

Rule 2305 turns a year of truck trips into points owed. Dulywell runs the rule’s own formula, with the District’s values, on every log you review.

Points owedThe year’s WAIRE Points Compliance Obligation
  • Under 10 points, nothing is owed for the year.
  • A truck that comes in and leaves makes two trips: one in, one out.
  • Points can be earned by what the site builds and runs, such as zero-emission trucks, chargers, solar and air filtration.
  • Points not earned can be paid as a mitigation fee: $1,000 a point plus the District’s 6.25% administrative fee, $1,062.50 a point, paid on whole points.
  • Points earned beyond the year bank for the next 3 years.

Who does what

Dulywell does the counting.
Your official files.

Filing stays with the person the District holds responsible. Dulywell prepares everything they need, and keeps every number traceable to the logs behind it.

Dulywell

  • Keeps your points current all year.
  • Prices what you could build from dated market ranges.
  • Prepares the workpapers, entry guide and entry sheet.

Your team

  • Sends the gate logs.
  • Settles each finding.

Your authorized official

  • Reviews the package.
  • Enters the figures in WAIRE POP.
